The film is about an ex-con who is implanted with a dead CIA agent's memories to finish an assignment. CIA agent Bill Pope on a mission in Germany tracking down a shadowy hacker. Desperate to find his whereabouts, officials turn to an experimental neurosurgeon who can transfer memories from one brain to another.
